A comment in config.nmake states:

# If you don't have NSIS, comment this line out, so that MAKENSIS
# isn't defined.
#

but the packaging makefile still tries to use NSIS even with MAKENSIS
undefined.

It contains no condition line such as:

!IFDEF MAKENSIS
