new version of patch to add netdump protocol to wireshark

Here you go.  New version of the patch, incoporating your suggestions:

1) Add license as per template
2) Brings code format into agreement with template in README.developers
3) Moves dissector to be built in rather than a plugin
4) Adds ability to make port to trigger netdump dissection configurable
