Just an update. I now have working code for vendor spefic TLVs based on user
accessible tables (UAT). However, while extending the mechanism for vendor
specific operations I realized that UAT is not a good option and certain things
just won't work out. For example, 
- value strings or range strings
- conditional presence of certain parameters etc.

So, I have to start again on a more flexible way... I have some code from
earlier which used an XML based dictionary and I am going to go back to that,
but that is going to take longer (my present work and academic load is not
leaving me with much free time).

If someone wants to submit this patch in the meantime, I guess it's fine.
