Module test for Internet checksum with CDP packet

Thanks for the analysis guys. This top bit thing struck me as being too odd to
be true, until I thought of the reduction in the checksumming code. Someone
f'ked up. I've added a new module test with IOS mimicking checksum code. Can
you spot the bug?
