Can this heuristic be strengthened? It would be a problem when legitimate 802.2
traffic starts to end up being decoded as CCSDS, especially with no way to
prevent that. 
Please refrain from using // style comments, we're a pure C project.
What if the capture is done with a snaplength? Then your heuristic will fail.
Shouldn't that be tvb_length_reported?
