a patch to remove non-ascii characterse

Paste the COMPLETE build information from "Help->About Wireshark", "wireshark
-v", or "tshark -v".

There are some non-ASCII characters in the following files.
- epan/dissectors/packet-mp4ves.c
- epan/dissectors/packet-gsm_a_bssmap.c
Since this leads to a compilation failure (Warning C4819: unexpected character
in the current code page) on non-european Windows, I'd like you to avoid using
non-ASCII characters in Wireshark code (even in comment).
Here's a patch to cope with this problem.
