Patch to download and import IAB Mac addresses

This patch enhances make-manuf to automatically download and process the IAB
listings provided by IEEE. I have tested it on linux and everything looks good. 

Must make-manuf be tested on other platforms as well? make-manuf seems not to
be called by any makefile, so normally, the manuf-file distributed by SVN is
used. 

Who takes care of running make-manuf every once in a while?
