enables asn2wrs.py and packet-ber.c to decode UTCTime

Build Information:
wireshark 1.0.99 (SVN Rev 25185)

The ASN.1 BER encoded UTCTime is not decoded so far.

The attached patch enables asn2wrs.py and packet-ber.c to do that according to
the definitions in X.690-0207, 11.8.
