Fixed in SVN #24446. 

A real error message now appears in a popup box
when there is a permissions problem with the specified
output directory/file.

Note that this problem apparently occurred whenever an output file was
specified
which could not be opened for writing (whether or not the 'multiple files' 
option was chosen.
