When tracing 802.11 spectrum management frames (802.11h)
I get a complaint of the TPC report ie which says that it must be
"at least 5 bytes long"
The 802.11 spec, 7.4.1.4, says that the TPC ie is 4 bytes long
consisting of Element ID, Length, Power, Link margin
