A better solution to this than running as Administrator is to make sure npf.sys
is loaded, as described at
http://wiki.wireshark.org/CaptureSetup/CapturePrivileges#windows

Can you make sure npf.sys is loaded (e.g. by running "net start npf" as
administrator) and try running Wireshark?
