Using the latest Wireshark svn: the pane layout choices work correctly for me
on Linux and on Windows XP SP2 (although I did have to re-adjust the window
sizes a bit in some of the layouts).

SVN 19757 appears to be Wireshark v0.99.4.

If you want to pursue this: 
Is it possible to try the latest 0.99.6 version (although I'm not aware of any
fixes in this area) ?
