Implementation of RPCAP support in GUI

Patch supplied provides support for some RPCAP features in GUI (by adding new
widgets to "Capture Options" dialog and implementing additional dialog "Remote
Interface Options", called when user selects "Remote" type of interface) and
dumpcap command line options.

The patch is tested in Linux/GTK2 and Windows versions with WinPcap 4.0beta3
and 4.0 release.

To enable RPCAP support use --with-pcap-remote option of configure (for Linux
version) or PCAP_REMOTE variable in config.nmake (for Windows version).
