fixed in 19811: if no packets added to the packet list, don't scroll down

Unfortunately, the packet list redrawing can't be avoided without rewriting a
lot of code. 

There are plans to rewrite the packet list widget completely (for a lot of
reasons) which will fix this as well, however, when this is done - no one
knows.
