Yes. That sounds like a plan.

Ill update the conformance file tonight to allow 16 byte ipv6 addresses as well
but then also put a big warning in the infromation summary line and the
dissection tree that the packet is broken and violates the standard, but still
display it as a ipv6 address so that dissection still proceeds.
