Check out the catalog.xml. The makefiles are constructed to prevent net access,
so the URL's have to be resolved to local resources. The catalog.xml provides
that mapping. If the mapping fails the original resource is sought on the
Internet, which has been declared off limits by means of the --nonet command
line option.
