Tshark -R doesn't support "frame.time >= Jul 20, 2006 17:51:38.368" 

This returns the complete set of frames no matter what time filter is entered.

Complete command line used was:
tshark.exe -V -r %INPUT1% -R "frame.time <= Jul 20, 2006 17:51:38.368"

This is executed outside the program directory with the PATH setup to point to
the WireShark program location.
