First thing is first. Quantify slow. If you ftp a 10MByte file *TO AND FROM* two servers, what transfer rates do you get?

Do you show any errors on the ports? My gut tells me you have (in order of likelihood)
a) duplex mismatch or
b) bad cabling or
c) NIC driver issues

Remember that duplex settings *HAVE* to match. Either put it auto/auto on both sides or hard code it on both sites. Also keep in mind that 1000Base-T (copper GigE) *REQUIRES* auto negotiation so don't hard code it.
