You misspelled "WinPcap". :-)

Only half a joke - UN*X systems come with a packet capture mechanism 
that can directly be used by libpcap, but Windows doesn't; it has NDIS, 
but you need to add a driver to get at it, and WinPcap does that.  The 
CD would have to install the driver the first time you ran Ethereal.

(Finding wpcap.dll is easier - just install it in the same directory 
that contains ethereal.exe.)
