What type of file are you trying to write in that format?
Or is this a live capture you're trying to save in that format? If so, what type of device are you capturing on?
Are we missing something on the box or is this a limitation of this version of tethereal on Linux? 

Probably not.
It's probably either a limitation of the Windows Sniffer file format or of the code in Ethereal to write Windows Sniffer files (rather than being something specific to Linux).
