IMHO there's no reason.

Just go ahead and change it to decimal ...

and, for that matter, is there any good reason not to give that field the value_string table from epan/ipproto.c, so you can use those names in display filters?).

Do you mean adding a new field or change the existing one to a text based field?

Anyway, the handling of the hf_ip_proto field seems a bit odd.
