You don't export explicitly filters in the way you do for coloring rules; you save them, 
and then you can get the file with your saved filters and move it to another 
computer. The files are called cfilters and dfilters and are automatically 
saved in your ethereal data directory, whose location depends on the platform 
you use but is not the install directory. In W2K is under your home directory, 
Application Data, Ethereal. On Unix I think it's something like .ethereal under
your home directory. If you put it there in the new computer ethereal will read them
at startup.

That's valid for the latest release (0.10.7), and I think also for yours.
