If you're just _using_ Ethereal, then the answer is simple:
Nothing: $0.00; free as in beer. Go right ahead, and welcome to the 
community. There's no charge for any number of licences and/or 
downloads.

If you want to modify the source code and then distribute the resulting 
program it gets more complex, but there's still no cash cost.
