I had similar problems with Win98SE, however Ethereal 0.10.5a now works
after I tried the following:

Uninstall Ethereal and reinstalling it with the "Legacy GTK1 User interface" option
selected.

Also do not select GTK_Wimp as this results in the couldn't load font and Pango_shape errors.
