Hi - I had the same issue - I could not find an answer - I decided to try WinPCap 2.3 and it worked fine - must be a bug in the 3.0 version.

"Storage" probably refers to main memory in that message, but you're
probably not out of pagefile space, either.
This is a WinPcap problem; you should probably ask the WinPcap
developers about it:

Un-installing WinPcap 3.0 and installing WinPcap 3.1 beta *might* fix it.
