Actually, it looks like in 0.9.16 there's a bug that prevents this from
working properly - basically, from the GUI you can't select the option
to "Always start in directory".
I've submitted a patch to fix this.
As a workaround, however, you can edit your "preferences" file
manually. Basically change:
gui.fileopen.style: SPECIFIED
gui.fileopen.dir: <whatever dir you want to open by default. Don't
forget the trailing slash or backslash!>
They'll default to "LAST_OPENED" and "(null)", respectively, the first
time you generate a preferences file with 0.9.16.
