Try the following:

  CPPFLAGS="-DUCD_OMPATIBLE" ./configure --with-ucdsnmp
  
It worked for me. The comaptible net-snmp-headers contain an #ifdef clause that
leads to an error message if UCD_COMPATIBLE is undefined.
