(That site looks as if it could use a much higher-speed link, such as a
64 kb/s link; it is slow as hell, at least from this side of the pond. 
I ended up just doing Google searches for "iso 11572" and "iso 11574";
it found entries in the Google directory that linked to those standards
on the "publicly available standards" section of the ISO Web site.  See

11572 sounds like ECMA-143 and 11574 sounds like ECMA-142; if they are
similar (or the same), then my answers to the questions about
ECMA-142/143 apply also to ISO 11574/11572.
