Ethereal itself does not have H.323 support, you need the plugin.

Go to http://www.voice2sniff.org/ , follow the download links 
and then download the file called ethereal-095-h323-plugin-dll-003b.zip
and follow the instructions in the readme (skip the how to build section)

For each version so far I had to compile a seperate version, time 
permitting I will try to follow each version.
