According to the documentation at http://www.cisco.com/univercd/cc/td/doc/product/cable/cab_rout/cr72scg/u72_cmif.htm#27274 each cable modem is connected to a separate interface on the uBR, and can't talk directly to each other. In order to allow communication between cable modems on the same segment the uBR must be configured to do proxy ARP, which sounds an awful lot like the behavior Guy describes below. FWIW, the device upstream from my cable modem has a Cisco OID (00:07:0D) exhibits the same behavior when I ping other devices on my outside network.
