Setting APPDATA won't make any difference whatsoever on Ethereal 0.8.20
(the current version) and earlier versions.  0.8.20, and older versions,
don't look at the setting of APPDATA.

In the next release, it'll make a difference - but it might not be
*necessary*.  It's set for you - to a setting such as the above, not
something based on your home directory - on W2K and, if it's not set, as
long as USERPROFILE is set to an appropriate setting, Ethereal will look
in the "Application Data" directory under the USERPROFILE directory.

The only thing the next release of Ethereal will do with your home
directory is check there for a ".ethereal" directory *IF* it can't find
an "Ethereal" directory under the "Application Data" directory.
