That message is probably coming from the UCD SNMP library.

There were apparently bugs in some versions of that library that caused
that message to be printed even for what appeared to be correct
installations of the library.

I would suggest upgrading to the *latest* release of UCD SNMP - or
NET-SNMP, as it's now called:

	http://net-snmp.sourceforge.net/

(and then upgrade to the latest version of Ethereal, while you're at it
- the current version is 0.8.20).
