Maybe Sniffer Basic works on Windows 9x, but you'd have to pay for it. 
There may be other commercial sniffers that work.

Then again, did you

	1) install the WinPcap driver from

		http://netgroup-serv.polito.it/winpcap/install/Default.htm

	   and then install it as per the instructions on

		http://netgroup-serv.polito.it/winpcap/install/help/95.htm

	   ?

	2) *reboot the machine* after installing it, as step 6 in the
	   instructions in the latter indicate?

If you don't install the WinPcap driver, none of the free programs that
capture packets on Windows using WinPcap (WinDump and Analyzer from the
Politecnico di Torino, the folks who did WinPcap, or Ethereal) will work
- and if you didn't reboot after installing it, those programs won't
work, either.

(BTW, I suspect the commercial programs will also also require that you
install drivers and reboot the machine before you use them.)
