This turned out to be pretty easy.  I was able to install the tcpdump
SRPM, drop the patch into SOURCES, and modify the spec file accordingly.  
>From there I created a modified SRPM, as well as binary packages for the
Intel and SPARC platforms.  I did this for the RH 6.0 and 6.1
distributions.  The files are in http://ethereal.zing.org/~gerald if
anyone wants to try them out.

Now that I think of it, I should have appended '-ethereal' to the package
name, similar to the way Mandrake appends '-mdk' to their packages, just
to avoid confusion.  I'll try to do that this evening.
