Possibly - it could be that you don't have "libpcap" installed.

If you don't have "libpcap" installed, install it.  See:

	http://www-nrg.ee.lbl.gov/nrg.html

or just cut to the chase and get

	ftp://ftp.ee.lbl.gov/libpcap.tar.Z

(see the notes in the INSTALL file about HP-UX).
