How about text2pcap?
...with a link-layer type of DLT_MTP2 if the hex data is a sequence of MTP2 packets, DLT_MTP3 if the MTP2 headers are missing, and "register a DLT_ type with tcpdump.org and start writing code for Ethereal to handle it" otherwise (he *did* ask ethereal-dev, so presumably he's a developer and could write that code...).
