Yes and no.

To quote http://wiki.ethereal.com/Development/MSVC7:
*The main line to compile Ethereal under Windows is still using Microsoft Visual Studio Version 6.*
So it's a lot easier to use MSVC6, but not impossible using MSVC7 (as some people reported, didn't tried it myself). 

You may note that MSVC6 might be simply difficult to buy these days ...
