"Decode As" isn't a list of every single protocol on the system; we don't
support arbitrary connection of protocol A to protocol B - a dissector has
to indicate which protocols it's willing to be plugged into.

The "Protocols" list in the Edit -> Preferences dialog box isn't a list of
every single protocol on the system; it's a list of protocols that have
preferences that can be changed (it'd be silly to put into that list
protocols with no preferences - it'd just clutter the list).
