The Windows source installer also needs unzip.
I had a problem with that recently, and a couple of other people have
according to the archives, where the first package is downloaded and then
unzip refuses to find it.
At least in my case, it was due to there already being a native Windows
build of unzip in the path ahead of cygwin. It doesn't like the /cygdrive/c
preamble to the file path. Damn tricky to find because the two copies of
unzip are basically the same application with nothing to identify that the
wrong one has been executed.
