As far as fuzztesting is concerned: We should add a section to
REAMDE.developer and explain how to use the tool. We should not make
the existence of a publically available capture file a requirement,
but we should strongly encourage it.
Hmmm, encouraging developers to provide capture files calling it a requirement doesn't mean we can do
exceptions if there are good reasons ...

How useful is fuzz-test.sh on Windows? Would it be helpful to port it
to Python or Perl?
I'm using fuzz-test.sh under cygwin all the time (therefore all the bug fixes just today).

As the bash is a devel requirement (at least as far as I understand it), there's no real problem I see.

However, I had to do some slight changes to the script to bring it to life on my machine (can't remember details, too long ago).
