Is there any thought as to how to resolve this on platforms that do not have
the VS.NET with Platform SDK?

Yes, we could do that.

BTW: putting this definition into Wpdpack would be a good idea but won't 
help now as the next WinPcap release might be far away ;-)

Unfortunately, this might break again with the next Wpdpack release as 
other similar problems may arise :-(

On the other hand, having another option to choose from is also not a 
nice thing to have.

So now I'm not sure about how to handle this ...
