I'd propose not to change anything inside the debian/ directory. I've updated
this stuff from the debian packages because I wanted a comfortable way to
look at their patches ;) but the development of the debian packages is
probably not done inside the Ethereal source tree - especially as the debian
maintainer doesn't have svn commit permissions to the Ethereal repository.
As the debian package seems to be well maintained I don't see any need to
fork this process, but this is just a personal opinion.
