Rc.exe is the resource compiler, and it's part of
visual studio. On my system, it has been installed in:
"C:\Program Files\Microsoft Visual Studio\Common\MSDev98\Bin"
.... but on your system, it looks like it's in a different
location. You may simply need to add the directory to
your system's path. If you have cygwin's 'which' installed,
you can then make sure you can access it via 'which rc'.
