I realy do not know whether it's formalized or not, I do not think the
3gpp has done so, as It's an issue outside of their scope (the mobile
network interoperability).

AFAIK, The R interface can be either a serial line (or an emulation on
top of USB or Bluetooth) with a Hayes-style modem in which case it
runs IP/PPP or in some cases (I'm aware only of one operator that does
so) IP/LLC running atop of USB or Bluetooth.
