No, it doesn't expect all packets to be IP packets.
Unfortunately, what it expects is an Ethernet type value (or a couple of special values for "this is an 802.3+802.2 packet" and "this is an 802.3+IPX packet"), and there's no type value I know of for MTP3-over-Ethernet.
