Done.  We should find a way to run the script under Windows.  Should it
be rewritten in Python or Perl?

It looks like Bugzilla doesn't have a "mark this bug private" or "mark
this attachment private" feature.  You can create groups and mark that
bug as private to a particular group, but it looks like you have to be a
member of the group for that option to be enabled.  E.g., a random user
wouldn't be able to assign a bug to the "security" group.
