Not at present.
One could be added. DLT_SUNATM uses values from the SunATM header, over which tcpdump.org has no control, so new values can't be added there. A new one could be introduced, "owned" by tcpdump.org, so that additional frame encapsulation types could be added, e.g. "VC encapsulation with PPP", "VC encapsulation with raw IP", "VC encapsulation with raw Ethernet", etc..
