You already have it.
It appears that the final version of 3.0 has a small bug that causes packet.dll to report itself as version 3.0 alpha3 rather than the final version, so you're probably using the final version. (I'll fix Ethereal not to get the version number from packet.dll.)
Try un-installing WinPcap 3.0 and installing WinPcap 3.1 beta 4, and see if that fixes the problem. If not, download WinDump and see whether "windump -D" causes a system freeze; if so, report this to the WinPcap developers.
