The IETF is not the standards body controlling the SI numbers...
However, I'll update the mtp3 dissector to make use of the higher
values. Please note that the MTP3 dissector uses additional SI values
(taken form an ITU recommendation):

At a glance I haven't found it specified in ITU doc's above 10 but perhaps we should use this values until proven wrong and update packet-mtp3.c accordingly?
Actually in 1.1901 it says:
NOTE 1 ? The value of the Service Indicator for the Bearer Independent Call Control is "13" (see ITU-T Q.704 [12] and ITU-T Q.2210 [13] and its respective Implementors' Guides).

In Q.704 SI 14 is declared as Spare.

H.248.5 (in ch. 4) states:
Protocol messages defined in this Recommendation may be transmitted
over an SS7 network.
Service indicator value 14, [...]

So, I'll say it's officially registered.
