In the context of voice/video over IP, you're right, the payload is
negotiated.
Initially I am interested in purely video streaming applications, as
VideoLAN's vlc media player, that just streams RTP with MPEG2 TS payload
without previous negotiation. Another vlc client listens for the stream
at a mutually agreed port.
As a starting point, this setup is easier to undertake.

I think MPEG2 is a dynamic payload type when using RTP, if so you
need to know who negotiated that payload. Usually is SDP for MGCP/SIP
and H245 for H323. If this is the case, you can take a look on how T38
